New Delhi , 25th June, 2015
Amidst a large gathering of dignitaries and elected representatives of local bodies from all over the country, Prime Minister Mr Narendra Modi launched Smart Cities Mission, Atal Mission for Rejuvenation and Urban Transformation (AMRUT) and Housing for All, at Vigyan Bhawan.
He compared the date 25th June to 40 years ago, it was the darkest hour in the history of Independent India, when Emergency was imposed, and today it would be written down in history again, for moving in the direction of providing a house to every person.
Expressing his vision and mission to give quality of life to every citizen besides just a house, his talk generated a walkthrough to a New India. He spoke about the aspirations of migrants to cities , and the responsibility to give them equal amenities rested on all. Bottoms-up approach from planning to priortising started from Urban local bodies to State Governments and lastly on the Central Government. For the first time, States and cities were being given a free hand to plan the usage of funds. He inspired everyone that however difficult the mission maybe but circumstances could be changed to achieve the goal.
500 cities having 1 lakh and more population will be chosen for AMRUT project, besides Heritage Cities. He talked about learning from examples from the work being done in various cities, such as
e-governance of local body of Hyderabad, and  Chattisgarh's  controlling of open defacation. He said  the collective approach of working together and  doing better,  should be adopted.
He also reminded that during Independence, every Indian dreamt of owning a house, therefore at 75 years of Independent India, in 2022,no one should be sleeping on roads.
"There is a mismatch between the towns and the developers because there is no 5year or 10years plan of growth", he said. In this transformation, its not the builders who will decide how the town grows but the future planning should be decided by the town and its citizens.
He also applauded the role of media in generating awareness about Swachh Bharat.
On defining the Smart Cities, he advised everyone " do not apply too much mind to it ", by quoting a very easy example, he said that at a Railways Enquiry if the officer gives you more information than asked, it meant he was smart ! Smart Cities similarly should be two steps ahead of the expectations of the citizens.Technology, Environment Friendly, Walk to work, Energy Saving concepts were some of the essentials to make a smart city.
